According to China's relevant laws and regulations and the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Forestry of the Republic of Finland on China's import of heat-treated pork products from Finland's inspection and quarantine and veterinary health requirements, from now on, to allow compliance with the relevant requirements of the Finnish heat-treated pork products imported. Second, the permitted imports of products Permitted imports of heat-treated pork products from Finland refer to pork products that can be directly consumed by using bone-in or boneless pork as the main raw material, not containing other animal-derived ingredients, and processed by the following effective heat-treatment processes: (i) Commercial aseptic treatment. With boneless pork as the main raw material, closed in airtight containers, sterilized and cooled and then vacuumed and kept commercially aseptic. Airtight container means a container that prevents the invasion of microorganisms and maintains the commercial sterility of its contents after processing, including containers made of metal, glass, cooking bags, plastics, and laminated composites. (ii) Heat treatment. Refers to pork, heating and maintain an internal temperature of 80 ℃ or more, maintained for at least 10 minutes, or approved by the Chinese side of the corresponding treatment (cooked pork sausage and meat sauce products can be heated and maintain an internal temperature of 70 ℃ or more, maintained for at least 30 minutes), and then packaged to deal with no cross-contamination. During the heating process, the center temperature of the product shall not exceed 6 hours between 10℃ and 54℃; during the cooling process, the center temperature of the product shall not exceed 1.5 hours between 54℃ and 27℃, and shall not exceed a total of 6.5 hours between 4.4℃ and 4.4℃. The heating and cooling process ensures that there is no risk of toxin production by Staphylococcus aureus, Bacillus cereus, Clostridium perfringens spores and Clostridium botulinum spores. Ground meat, offcuts, mechanically separated meat and unauthorized swine by-products are not allowed to be exported to China as raw materials for heat-treated pork products. Requirements for Producers Enterprises exporting heat-treated pork products to China (including slaughtering, splitting, processing and storage enterprises) shall meet the following conditions: (a) They shall be located in Finland, under the supervision of the competent Finnish authorities, and in compliance with the requirements of the relevant veterinary hygiene and public health laws and regulations of China, Finland and the EU. (ii) In accordance with the Food Safety Law of the People's Republic of China and the Regulations for the Implementation of the Law of the People's Republic of China on Quarantine of Animals and Plants at the Entry and Exit of the People's Republic of China, pork enterprises exporting to China shall be registered by the Chinese side, and heat-treated pork produced by an enterprise that has been authorized to be registered after the date of its registration may be exported to China. Meat enterprises not registered by the Chinese side shall not export to China. Inspection and quarantine requirements The raw pork of Finnish heat-treated pork products for export to China shall comply with the provisions of the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side) and the Ministry of Agriculture and Forestry of the Republic of Finland on the inspection and quarantine and veterinary hygiene requirements for pork imported from Finland. (i) Management of animal diseases. The Finnish Food Administration (hereinafter referred to as the Finnish side), the competent authority in Finland, confirms that there is no African swine fever, swine vesicular disease and nipah disease in its territory. Finland is recognized by the World Organization for Animal Health (WOAH) as a non-immunized country free of foot-and-mouth disease and free of swine fever. (b) Conditions to be met by live pigs used for the production of heat-treated pork products for export to China. (1) Born, raised and slaughtered in Finland, with identity marking, traceable to the farm from which they originated. 2. From the slaughter of 12 months before the occurrence of anthrax, tuberculosis, pseudorabies, brucellosis, paratuberculosis, porcine reproductive and respiratory syndrome and swine infectious gastroenteritis clinical cases of farms, the past 24 months, there is no occurrence of trichinellosis and echinococcus granulosus farms.
